Do i have to bleach my hair to dye it blue?

I'm multiracial, but i have african-american hair. i want to dye blue streaks in it,but becuse I have fine hair, it breaks off easily and because of my lifestyle (I dress in Harajuku fashions; japan is my life!) I tease it a lot. so I'm not sure if it could handle it without breaking off really short, and my mum won't buy my coloured extentions because nether of us have any experiance with caring for them. so can someone help me?
